Although an exception to this exists in the ancillary zone ex.dnsbl.org which can be used in that context, the primary purpose of the DNS-bl is for DNS Providers to collectively deny DNS services to known spam domains.)

The DNS-bl is a co-operative effort by DNS providers across the internet
to deny DNS service to known spam domains.
To contribute to the DNS-bl you must be one of the following:
a commercial DNS provider
a free DNS provider
a dynamic DNS provider
a URL or email forwarder
any other entity that provides DNS to a large number of third party domains
Entities that make up the above industry can individually make it easy for
spam domains to operate, as services such as these make it easy for
the spammers to hop from provider to provider because their DNS is managed
from an independent third point. And as these spammers eventually get kicked
off a DNS provider for AUP or ToS violations, they simply change to another
and begin anew.
Conversely, entities that make up the above industry can collectively make it
difficult for spam domains to operate.
If a spam domain gets kicked off one DNS provider for AUP or ToS violations,
they may not sweat it until they realize they cannot move to many of the
other alternatives because of the DNS-bl.
